No. Mongol was written for the screen by Russian writers Arif Aliyev and Sergei Bodrov, who based their script on scholarly reports of the early life of Genghis Khan.
Yes, albeit heavily accented with other language sounds. The only actor speaking true Mongolian was Khulan Chuluun, who played the part of Börte. The actor playing Temujin/Genghis Khan [Tadanobu Asano] is Japanese. The other actors are of various nationalities, many Chinese.
That's what the grapevine says, but so far there is no evidence that director Sergei Bodrov is involved in filming a sequel, although he's made two other movies since Mongol.
