While this series is pretty much formula in that it's always "case of the week" which the good guys never fail to solve, and there's not really any main character development (a fault found in 99% of American shows, from X-Files to CSI), it's a fine way to spend an hour a day in front of the TV set, and is above average as far as cop shows go. What makes it interesting is having a main character that, for a change, is not a goody-two-shoes and comes across as a SOB most of the time, at least when interacting with the suspects. And having the charismatic Vincent D'Onofrio, the chameleon actor most people won't recognize from one role to another, play him helps a lot. With so many no-talents getting juicy paychecks to appear in millionaire Hollywood garbage, D'Onofrio, who's fine when he controls his Actor's Studio ham (alas, not always), deserves more consideration than he's often given, and a bigger career, which he never got because he's not a pretty boy type, I assume. He keeps you glued to the screen throughout the entire running time of the episodes.
This is not Homicide: Life on the Street, but then, what series is? Worth watching.
